It wasn't just Korbolo Dom's Talon, they were assisted by the magic invested in their weapons by the mages, Kamist Reloe, Henaras and Fayelle

Hmm... still a bit fishy, but that death-magic reference I think I remember. Poor goddess, I thought it was so sad when she was killed and Felisin was cut down by Tavore.

Well she was only considered "goddess" cause she had some control over that shard of Emurlahn. Otherwise she was just a T'lan Imass (which is still pretty tough right there). Maybe being able to penetrate the outer defenses of Emurlahn is what gave the assassins an advantage along with the death-magic. Not sure though.

The Talons stabbed L'oric for a second time, then attacked the Whirlwind Goddess. She was not killed by them, rather she was pulled to the ground by chains (and absorbed?). The assassin attack was the critical factor, as it made her weak enough to be susceptible to the chains (the CG) which previously she had been able to resist.
We later see Monok Ochem & Onrack discuss the death of Drhyjna (Onrack's ex-wife), but they have only sensed the death from afar (or not so far, we don't know the location of the Imass Throne except that it is on Seven Cities, it could easily be close to Raraku). The Imass were not involved in Dhryjna's defeat, though they probably desired it, having no fondness for loose ends.

But I thought Onrack et al. talked about journeying to Quon Tali. I am almost positive I remember them saying that the Throne had been moved out of Seven Cities.
I know I was confused at the end of the book by the First Throne and the Shadow Throne (though it's clear they are not the same thing, since Onrack didn't meet Traveler).

You could be right there. Got a page reference for the Quon Tali relocation?

The CG's chains were attempting to take control of Dryjhna and the KE shard, IIRC. The Talons attack succeeded because they distracted her, but the attack was what killed her and foiled the CG's plans.
