It might sound like one at times, but it is something much more and just because it has Biblical themes doesn't mean that it's not as good a book as Steven's books.
But you have to ask what Tolkien meant when he said "fairy tale." We think of fairy tales as silly stories that don't mean anything and shouldn't be taken seriously. That's not what they are, and that's not what Tolkien meant.
