Odd. I don't see that many similarites, just the genius and Elder god aspect. Kruppe is annoying, and though funny, is in love with his own use of language. He's very much interested in appearing intelligent, while at the same time befuddling everyone. Maybe it comes from his life as a thief.
Tehol is a lot more straightforward. He doesn't care about bemusing people or acting annoying (though Shand might disagree). I do think Tehol is one of the few who could actually interpret what Kruppe is saying, though, and would take the time to do it. Unlike QB, who just wants to throttle Kruppe whenever he's nearby.
Plus, Tehol seems like a pretty cool guy (if you don't mind the lack of bathing and the "skirt"), while Kruppe is...Kruppe.

I thought the skirt was cool. But the lack of bathing, and his disgusting diet, and having sex with dead women...not that she gave him much choice...
The biggest similarity between Tehol and Kruppe, to me, is the ability to deceive. They each appear to be so much less than they are.

(The diet wasn't so bad, considering he was being fed by an Elder God, notable for their high proportions of vitamin A)

Kruppe is a large man, Tehol, well eats the soles of shoes.
And Tehol's logic was a bit more straightforward, less roundabout in a way.
Just things like this keep the two from being the same sort of character.
