The whole thing with the FA being wiped out by the dragons could be the result of one group of the FA accepting judgement upon themselves and not doing anything whilst another group, serenity,calm etc. decide to run and hide resulting in their impression of themselves being an excess in the balance of the Malazan world.
The reason for this theory is simply that the instant the dragons leave the FA decide to regain the balance by killing off hords like the Imass and protecing minority groups like the jaghut. This would make sense in the case of their agents attacking all those they deem vastly powerful. I'm thinking they kill off those that can equate to their own power in attempt to level the ratio of order and chaos.
