What's the significance of nine dragons in particular.

I think if you could cut out the legion's assault on the deniers and others then this book is pretty damn good. Lost of interesting back story and introduction of characters and while some weighty musing from all characters it fits with the narrative.

Syntara and Hunn Raal both need obliterating but I suppose you need those characters. Their machinations seem pretty transparent though so the moustache twirling nefarious desires feel a bit thin.

Despite the slog for the harder bits of the book, the last 10 percent as whetted the appetite for FOL.

Onwards... onwards to the final book.

I think the Teredai is essentially a finnest.

I suspect Hood was lesser than Gothos at this point or so distraught as to be chainable. The focus of his crusade wasn't apparent I guess.
