Im screwed. If I pick Imperial I might score 1 for holding Rex if someone doesnt take it from me but 100% IH takes my homeworld. If I take leadership IH will take Imperial and hed just use it to win during the action phase. Either way IH wins. Unless someone can make IH pick something other than Imperial then Tatts wins with Imperial. I at least had a chance with your political rider at getting a win by strong arming IH into a less than Ideal situation but it still would have boiled down to the PO.

If twelve or I get a scorable 2 VP PO one of us can win, otherwise Tatts probably wins. There are still several action cards in the deck that can change things, morgoth could retain his strategy card, or someone could have an action card which prevents someone picking a strategy card. I'm in a good postion, but by no means the best position,

I have many questions about the classified document leaks agenda

Can we vote for action phase secret objectives as the new revealed PO? Can people then score these PO's in the action phase? Or are they unscorable as public objectives can only be scored in the status phase?

If someones secret objectibe is voted for as a PO, do they then have less secret objectives so can draw another, eg tatts with 3 scored SO's, could then draw and score another?

What happens if you have scored the revealed SO, then the scrap a law action card is played?

Also I don't think anyone can win due to this but there is now a SO that can be scored during the agenda phase, so if either of these laws become law someone can score the 3 laws in play SO.

To answer one of your questions IH, from what I could find, it seems once the SO becomes a PO, the original owner of the SO could draw/fulfil another SO even if they had 3 already (as they’d now be down to two SOs, the third having become a PO).

The secret objective that became a public objective stops being a public objective. Everyone who had already scored it keeps their VP, but no one else can score it after that. It does not return to the play area of the player from whom it originally belonged, so doesn't affect their maximum number of SOs, either.

Actually I've listed it as in my hand the whole game. Check my posts. Every single one of them has a card count that includes that card.
