I think my "just let pretty much anyone use it" style of dishing it out has certainly not helped. I think I'd probably put a standard fee on its use in any future games I might play as Empyrean. Cause being able to move pretty much anywhere on the map on any given turn has been one of the more fun things I've been able to do. But I've also had to leave my home pretty much undefended to do what I've done this game. I wanted to really push the Empyrean as far as I could, though, so that included taking big risks. I've quite enjoyed them and think that I might play them again someday.
