Why would she vote against? If she votes AGAINST she gets 0 TGs, if she votes FOR, she gets 9.

Because she doesn't really need more resources to score whilst everyone else does. She's in a much better position relatively if no one has TG, and it's easy for her to get more.

I guess I'll also point out that IH is at 7 VP, doesn't need his homeworld to score, and if he takes Leadership can easily get 6 CTs to score the new 2 VP PO without any capability to stop him, plus he would go first in initiative order for scoring. Hopefully he can't score a SO, but if he can there's basically nothing that can be done to stop him in such a scenario. With Chaos Mapping he can put one ship in an asteroid field and be immune to player elimination, too.

And, uh, on that topic... the game configuration post said we were only using the Core Set for secret objectives, but both the SOs fulfilled by Tatts and Blend are from the additional Malaz SOs set???

I don't think there are any SO's I could score unfortunately, especially without spending a CT (maybe some of the action phase SOs if someone attacked me and lost?). And with leadership I'd be able to either score or make myself immune, I couldn't do both.
Before this round I thought I should move a CT out of fleet so I could potentially do just what you said if this objective came up, but I forgot . Sadly that would only get me to 9, but I'd be very happy with that!
