Right. Factions like Jol-Nar, Sol, Saar, Naalu, Yssaril - they can tend to do pretty well with almost any set of starting planets (assuming the map is balanced). Their abilities round them out well enough that they don't rely on having certain tech skips or a certain balance of resources vs influence.

Other factions, are the opposite. If Creuss have no wormholes near their homeworld they can barely use most of their abilities. If Muaat don't have some help getting up to their second war sun (resources or a red/yellow tech skip, in particular) they struggle to get what makes them special in the first place onto the map. Likewise for Mentak, Yin, Sardakk, and some others. They're not specifically bad, but they can't adapt to an area that doesn't fit them the way the top factions can.

But Winnu is actually straight up bad and have a hard time shining even when they get the perfect map setup :p
