As you say, I'm just going to loot whoever gets minister of explo anyway. I kept it in the draw not because I'll necessarily get it, as I'm highly invested in Mecatol Rex exploding so you can't hurt me as much, but it's a guarantee of more TG in the game no matter who gets Minister, which is usually good for me.

And I just haaaaaad to keep the Ixth card, this is the most I've ever seen someone be so fully stacked with almost all their units on MR. So dramatic!

Per the wording on the PN, it can be used any time the Jol-Nar research a tech, so I'd say yes. D'rek currently has my PN though.
