Alright upon checking with Tapper I've decided to grant one of the RIs the role of a healer-in-waiting - if guard dies, said RI is promoted to healer. If the healer dies before coming to theirs power, the power is not transfered to anyone else. Not yet sure what would happen in case of the guard being modkilled with no CF, but hopefully that won't happen...

Tapper also suggests giving the healer self-heal, but atm I'm of the opinion it could potentially give town too much of an upper hand in late game, particularly with peoeple/scum not being used to healers self-healing in m&ps and this being a tmdi 2 game
