Yeah Tapper worded it strangely. Upgraded space docks give you a base of 4 units + production value of the planet it's on instead of two when producing units.

After playing the Winnu a couple times I realized they are a hard yellow tech faction. Get the space dock upgraded pump out infantry and reinforce everything using transit diodes.
