Blend correct me if I'm wrong but of the three cards which can affect the vote, one distinguished councillor shifts the result by 5 so would have no effect on either vote, and the other bribery tatts has said he has and requires 6 trade goods to change either vote so would also not affect anything as no-one has that many TG. The third lets you shift the result of an agenda you are elected to to someone else and twelve is not going to want to do that. IE nothing can change any of the votes right?

Yup, there are just those 3 and as you say I can't see anyone using them.
