The idea being that I move out at times more suitable for you, for compensation. If however I'm moving everything out anyway, then I wouldn't expect you to trade anything.

What I offer you is a guarantee I won't attack you the moment you move on, and money from it when it is clear I no longer 'have' to attack you to get out. You also win a stable trading partner.

Fact is, I plan on not having to take your systems, only bypass them.

The next few turns I want to use for creating options: I am already halfway through the blue tech tree. Hoarding TG will allow me to make IH an offer he can't refuse for wormholes.

I cannot do either while at war with you, but neither can I do that if my means are taken away, which is what you threaten.
