well, we're right on the cusp anyway so I might as well tell you.
One blocks all travel through a and b wormholes, the other destroys all pds in, or bordering a system with a wormhole.

Would this include the Ghosts? That would greatly hamper their game.
So For would be the travel ban and Against would be the destroy PDS's.
Neither affect me at the moment but could impact my game later on.
From your point of view though Morgoth, you need the movement otherwise you'd have to go through Nom, IH or Khell to get anywhere

No, nothing can override the Creuss Quantum Entanglement trait. They would become the only race still able to use wormholes for movement.

The Creuss are specifically immune, so they'd still be able to use them.

I just read up on it to be more clear about things.
If it passed then D'rek will be stuck in Mallice with those ships with a vengeful IH and a wormhole near her front door, so she would certainly want to vote Against. She will only lose one PDS.
Nom, Khell and Tapper will lose a PDS if they vote against but will lose movement if they vote For.
Morgoth, myself and Twelve lose nothing but also gain nothing.
Gnaw would lose 2 PDS if he votes against but have added security if he votes For.
IH gains a big advantage if the vote passes.
IH would want For, Gnaw would want For, Tapper may want For as he has a great defensive position, given that Nom has not used a wormhole yet and is sitting on one, he would prefer no one to come through it and may vote For. Khell wouldn't want his PDS to be destroyed but is sitting on a wormhole. He could go either way seems as someone could attack Rex at any point.
D'rek would want to vote against, but I assume it's no big deal for her to replace those dreads in a round or so.
So on this particular agenda with influence as it stands.
