Probably not. I am going to be voting for the action card law (unless someone offers more for another deal). I figure there are enough people out there who want to reduce there opponents action cards and resulting unexpected shenanigans that it might pass. Will see where the riders land and who ends up with what then see if it's worth campaigning.
