Posting an action to "not hold up the game" but not specifying where the action will happen is still going to hold up the game though.

Internet says no. Because it is sabotaged the AC is never played and therefore no action is performed yet.

Gnaw what does signal jamming do exactly? Does it exhaust the planets or just prevent Tatts from activating the system?
