I'm pretty sure Tapper is getting fleet logistics too based on holding out on the blue tech prerequisite but he could also get upgraded dreads or carriers too. And now that I think about it and the just announced public objective Dread upgrade might just win out.

I don't know what I'm doing but it sounds good.
