I had Arborec as my second option.
I decided against them because this is my first game and they twist the core mechanics of production so much, but I'd love to play them with some experience under my belt.

Top of my list to play is Xxcha - they look so peaceful, but in practice I think they are likely a horror to deal with mid-game.
Saar and Arborec are such odd-balls, they must be a ton of fun. Of the 'regular' factions Hacan for flexibility, L1z1x because of their research options and Muaat for their PN (which should net about the price of a firstborn child twice a game, after which the whole table quivers in fear).

Xxcha was my other option. I was leaning toward them for the longest time. It was the 11th hour that I suddenly just went universities. It was a tough choice.

Out of pointless interest, how do the rest of you pronounce Xxcha? I go for 'Zzzacha'.

No just noticed his home world was already tapped for what I assume was the tech secondary, haven't checked to find out what for exactly. Was more interested in the additional ships showing up on the board.

Yes you can. After the primary is activated everyone has a chance to use the secondary, even if they have already passed.

The +1 Move / +1 Combat Roll effect added to a ship by the WARFARE strategy's primary effect. In TI3 it was called "High Alert" status, and it doesn't have a name in TI4. Haven't thought of a better way to phrase it.
