Are you all in favour of destroying ships in wormholes then? I don't mind the free tech, yet it means my harassment of Khell will be at an end.

There's nothing I can do about it either way. My people are too happy and carefree in their bio-utopia to take the time to vote.

I will not vote against it, but I could be bribed to put all my votes in the other agenda.

is it weird that I'm already thinking about what race I would try to play next time?
It'll be hard going back to having to pay for tech, and care about prerequisites like some kind of peasant, but I do miss the ability to participate in the voting phase.

There's a lot of cool races though. I think I'd like to play the Arborec, or the Clan of Saar. Both seem very different from the Virus.

A: I don't think 'in favour' is the right description - 'least risky' is, see below.
B: that tech is not free.
Khell and Blend would lose a ship/ships if they voted AGAINST. Their largest fleet(s) are equal to their current Fleet Pool cap, giving an incentive to vote FOR.
Compared to the Secondary of Technology (1 CT + 4 TG for a tech = 7 TG for a tech), Gnaw, Blend and myself would get research at a discount, giving an incentive to vote FOR.
Then there is also the factor of how much each players' neighbours lose compared to the player themselves in case of a FOR vote and an AGAINST vote.
For everyone but Twelve, the neighbours lose more combined value of ships (expressed in TG) in a FOR vote than they would in an AGAINST vote, giving an incentive to vote FOR (granted, this figure is mostly made up by your loss of double digit values in TG).
It is very hard to fit in the negative value of neighbours gaining a tech, because it depends on the tech.
If someone gets Plasma Scoring, I am pretty sure no-one will care. If that person researches War Suns instead, that's a different matter.
So I didn't.
Looking at all that, and taking into account that the other vote is important (basically, Establish Trade Routes in a box for people who do not border Nico):
Morgoth (0) cannot vote
Khell (12) loses when AGAINST wins --> FOR or abstain, depending on likelihood of FOR winning.
Twelve (17) has nothing at stake with FOR or abstain --> nothing
Blend (6) has a benefit in FOR (if he can move all but one ship away from Lodor) and a loss in AGAINST --> FOR
IH (11) has nothing at stake with FOR or abstain --> nothing
Nico (3) has nothing at stake with FOR or abstain --> nothing
You (6) have a net benefit with AGAINST --> Against or abstain, depending on likelihood of Against winning.
Gnaw has two benefits in FOR --> FOR
I have a slight benefit in FOR --> FOR or abstain, depending on likelihood of FOR winning.
Finally, this directive makes buying votes for AGAINST hard (they lose a fleet TG if it succeeds).

I had Arborec as my second option.
I decided against them because this is my first game and they twist the core mechanics of production so much, but I'd love to play them with some experience under my belt.
Top of my list to play is Xxcha - they look so peaceful, but in practice I think they are likely a horror to deal with mid-game.
Saar and Arborec are such odd-balls, they must be a ton of fun. Of the 'regular' factions Hacan for flexibility, L1z1x because of their research options and Muaat for their PN (which should net about the price of a firstborn child twice a game, after which the whole table quivers in fear).

Xxcha was my other option. I was leaning toward them for the longest time. It was the 11th hour that I suddenly just went universities. It was a tough choice.
I don't know what I'm doing but it sounds good.

Out of pointless interest, how do the rest of you pronounce Xxcha? I go for 'Zzzacha'.

Tatts how are you affording those builds? The two planets only total 4 production yet the cost is nearly double.

No just noticed his home world was already tapped for what I assume was the tech secondary, haven't checked to find out what for exactly. Was more interested in the additional ships showing up on the board.
