No, I asked this before. If there are only fighters in a system, then you can just fly past them. Any other ship, you have to fight (unless you have the tech which lets you fly past).

I think you just guaranteed that particular agenda an “against” vote.

There's 40 agendas that haven't even been drawn from the deck yet, so unlikely it will even come up, and if it did it's not like I'm stating something non-obvious. Those sorts of agendas usually require the player who really wants them to work pretty hard for them since it's obvious how much they personally would gain from it (same for Tatts and any wormhole-related agenda, or Blend and any trade-related ones, you and any Fighter-swarm related agendas, etc etc). But you never know!

There are all the empty hexes which gives you opportunities and opponents uncertainties but ultimately its up to you.
