Just reread the construction secondary action. Yeah it says to place the strategic token on a system you want to build the PDS or Space Dock. Well then my amended action is to not use the construction secondary. I will gain back one strategic action and have one less pds.

Yeah, that. The idea, thematically and mechanically, is that it is difficult to build a Space Dock and use it all in one round. Since 1 round is all sort of a compressed instance of time, that would be like building ships at a dock while the dock itself is being built. Should only be possible with a special dedicated focus, like the Construction or Logistics primaries.

Some Strategy secondaries require paying a CT. Some require placing one in the map. Some don't require a CT at all. Gotta read them thoroughly, folks!
