I'll be sticking two cruisers on Lodor. I won't be able to invade it until next round, but I can defend the shit out of it.

Each of your planets gets an amount of votes equal to its influence value, and each of your planets can vote on one agenda or the other. So if your planets' resources/influence values are (1/3), (2/0), (1/1), and (2/2), you've got one useless planet and the other 3 can vote on one agenda each, with 3, 1, and 2 votes, respectively. You can put all 6 votes onto one agenda and abstain from the other, or you can do 3 votes to one and 3 votes to the other, or you can do 1 vote on the first and 5 on the second agenda, etc.
Doesn't matter if your planets are exhausted or not (rules-wise, they are all refreshed before the agenda phase and again at the end of it, but I prefer to think of voting a wholly separate thing from flipping planets for influence).
You can *not* spend trade goods on additional votes. But you *can* give trade goods, commodities, or promissory notes to other players in order to bribe them to vote the way you want. You can make these trades with *any* player, not just your neighbours.
For each agenda, you can only vote for one outcome. E.g. if there's an "Elect a Player" agenda, you can't put 2 of your votes towards Khell and 3 votes towards Tapper. You can abstain from either vote, or both. You don't have to use all your votes if you don't want to.
Everyone submits their votes for both agendas to me via PM, and once I have them all I announce and implement the results, then we move on to the next round.

It only works the first time I take control of a planet. I only really see it happening one more time.

Nico, how likely is it that you will play tech until after diplomacy or trade has been played?

Technically, if you lose control of a planet to someone else and then regain control of it you can also use integrated economy then, so it's not limited to the *first* time. But I think you meant more to point out that you can't use it continuously on planets you already control, which is true.

That is currently under consideration. I am thinking that I'm out of the loop negotiation wise and that Khell has a good board position. The Ghosts understand that their neighbours should be kept happy.
