This refers more to things like Transit Diodes where the ability is specifically geared towards moving units in a manner completely different than regular movement.
Maybe that's what you meant to do. The wording you chose when you made that card means that those two ships get to go anywhere when that rule is applied.
Don't like the interpretation? Change the wording.
Edit: sorry. One half of my dual major was English. I can nitpick words all day long.
Your head is going to burst when you get to the phrasing of the retreat rules in conjunction with movement and capacity (or lack thereof).
But hey, if you want to take a lawyer approach, my interpretation of the "move" rules have 20 years of legal precedent whereas yours have however long version 1.1 of the rulebook has existed (a year? less?)

I did not expect this token power to be quite so awesome.
IH, I did not see that move coming. Good thing I had no plans on hitting twelve's homeworld anyway. This round has been full of surprises. I love it!

This game is really tightly balanced, I think the new primary objective is going to be key to deciding who goes home with the victory, can't wait to see what everyone does next. Also this must be the first time khell has been first to pass!

There was nothing worthwhile left for me to do. If D'rek had played Diplomacy then I would probably have refreshed and built some more, but she didn't and so I couldn't.
