I'm pretty sure I've read about people making deals like that on the board game forums (like, give me that PN and you can enter my space and we won't initiate space combat, etc).
I guess it's more a house rules sort of thing if it's accepted, but this game has a lot of wacky deal-making wiggle room baked into it.
Any ability/thing that uses the word "may" is optional. If it says "must" or simply says you do this thing than it's not optional.
E.g. here's PDS fire:

But initiating space combat/ground combat and their combat rolls do not say "may", so they are mandatory.
In other words, no matter what you tell your infantry they aren't going to just sit on their butts and die, they'll reject your orders and shoot back!
