When Tehol and Bugg go to the brothel to get Shurq out they bump into " a huge hooded man wearing a black surcoat, a massive double-bladed axe in his gauntleted hands. "Any ideas who he could be?

At a later point, Shurq refers to him as the executioner.

Thanks, must have missed that. Thought it may have been someone more important in the way the scene was built up.

I felt the same. It was either a setup for potential development in the future or it might have been meant to spur our imagination.
If I let my imagination run a little, this scene to me seemed like one of Hood's agents (or Hood himself) checking out the wonder that is Shurq :-)
