The arrows seem to heavily want us to focus on the underside of the picture. At the edge of the shore. It's something about the relation of the water to some kind of beach resort.

The arrows are probably misleading. I guess I thought maybe they would help focus on the idea of what it is. So probably ignore the arrows.
I will say you're pretty much there. Vocalize out loud the combinations you've been thinking of and the answer will materilize out of the ether. Sort of like one of those pictures you have to cross your eyes and then slowly uncross to see the hidden images. Same thing, cept with sounds.
