Is there any reason why Cotillion seems more invested in the outcomes in HoC than other ascendants/Gods? His presence in this book overshadows (no pun intended) all the others.

I'm not sure how best to explain this without resorting to spoilers from future books. Perhaps the best I can say for you at this point is that the gods all have different personalities, and some are more human and emotional than others. And they all have different schemes with different people used as pawns in those schemes. They may, at times, act to further those schemes and protect those pawns.

Part of it is that Cotillion is offended by the appearance of a new 'Talon', since he (Dancer) created the original.

Got it, thanks. I like how Cotillion's character is becoming more fleshed out (again, no pun intended). I originally read the first five books in the series and stopped there, now I am rereading and am on Midnight Tides. Rereading the first five has proven to be a richly rewarding experience.

Another way to view it is that Cotillion is a 'young' god, still invested in the Malaz empire, it's personalities and it's successes/failures. Also still very human, as you see from his interaction with Crokus/cutter and Aspalar. The other gods are more remote due to age, suffering less of humanness. My take
