Well, this is going to seem a little OMGUS, but it seems to me that there have been pokes at Liosan a couple of times that have gone largely unnoticed, or ignored. I'm thinking that maybe he's got some support behind him, which is why no one seems to want to talk about the idea that maybe he's the odd one out...

There really hasn't been much in terms of explanation of what exactly fourth estate is...

Is it possible that they're the recruiters?

Would the cartel folks be what was considered the 'bad cops' in the title of the game? Cause there was no mention of cartel in the game title...
