Iirc, the CIA was willing to betray its own informers and sic one drug dealer on another even if civilians got pureed in the result. Pena took issue.
SOmewhat rings a bell. Though with pena collaborating with lost pepes seems kinda hypocritical.
Also gotta say Jorge is a very sympathetic character, i do hope he lived IRL
Pena is not morally clean and that is a big theme of S3 as he attempts to both do his job and redeem himself.
But in S2, the CIA guy was helping to arm the militia, and brokered the deal that became Los Pepes. And part of that deal was cutting the militia in on the drug trade taken over from Escobar. Pena gave some information to Los Pepes, backed out, then got sucked back in to finish off Escobar.
The key element of the friction is that the CIA cares more about communism than drug trade, and so will actually protect and aid some dealers if it can achieve its political ends.
