Not quite sure what the significance of that scene with the senators was. Basically they created a fake skirmish to persuade the senators to contribute more $ to the CIA so it can kill commies and Pena didn't agree with this because....?

Also gotta say Jorge is a very sympathetic character, i do hope he lived IRL

Pena is not morally clean and that is a big theme of S3 as he attempts to both do his job and redeem himself.

But in S2, the CIA guy was helping to arm the militia, and brokered the deal that became Los Pepes. And part of that deal was cutting the militia in on the drug trade taken over from Escobar. Pena gave some information to Los Pepes, backed out, then got sucked back in to finish off Escobar.

The key element of the friction is that the CIA cares more about communism than drug trade, and so will actually protect and aid some dealers if it can achieve its political ends.

The point of the Senators in season 3 is not that they faked a skirmish. The bodies were real. What they faked was the level of organization, funding, and armament of these communist opponents. And Pena is not wild about it, but does not blow the whistle.


On a larger note, on the ride back, the CIA guy is setting up the already negotiated surrender of the Cali cartel to the Senators as a big victory to promise (the implication being that the funding will deliver it, when in fact the cartel has negotiated it and bought the new government). Which is where Pena sort of steps out, as he plans for a big victory too, by arresting the cartel before they can surrender.

5 eps into S3... i admit to being very very sceptical re whether this show had legs beyond Escobar's story, but while some of the stories seem familiar - Jorge echoes Limon at times as a mook out of his depth initially but then took a nice twist, Maria was echoing Tata's story before she basically became Miguel's arm candy and (at the moment) irrelevant - overall it's moving nicely and holding my attention. Pena is more interesting and i like the addition of Feistl and VanWhatsisface as field agents he keeps throwing into the fire.

So far, very solid season. North Valley just made their play and Miguel - despite Gilberto - just declared war, as was obvious he would, so i am very psyched to see what happens next. Ideally David will be shot in the face a lot in any event.
