I'm sorta awake. but have to get ready and go to the courthouse to open an estate for probate. Be back and around in a couple of hours.

My provisional is

explore N of homeworld. Place so that it accesses tier III between twelve and myself but doesn't connect to 220. Influence if possible
explore SE of that hex if possible. if not then,
explore ne of 316
for this turn, discard warp portals.

Well his girlfriend isn't meeting him until tomorrow. so theoretically he'll be around some today.

unless he's using the opportunity to sit poolside and ogle until the gf shows up. but he doesn't strike me as that type.
