Going through the beginning of the first chapter of GotM to add details to the Wikia, it struck me that Cotillion's planning to possess Sorry amounted to maybe more than 'kill all witnesses'.
The young fishergirl finds herself out and about because her father needs materials for new nets - his last one was taken by 'something' in deep waters, and the catch, too. This meant that unless he made a catch the following day, Rellock would be in trouble with the money lender. Did Cotillion engineer the loss of the nets? It put the girl on the road (to get twine for new nets) where witnesses could easily be dealt with and it put her father in a precarious financial situation, making him more open to whatever Cotillion intended to suggest to him (Gardens of the Moon, Chapter 1, UK MMPB p.13/19.
The other bit that I had not taken much notice of before is that the first words we hear from her are: "I'm sorry..." I wondered which bit came first when SE wrote the book... the name or this scene, leading to the name... Did he in fact write the Itko Kan massacre scene after he had written the rest? Does anyone know? What do you think?

I know he's stated that he writes all his books in the order you see them. In other words he doesn't jump around scene to scene and then push them together afterward.
That said, if Sorry appeared in the gaming at all -- and I'd wager she did -- then the name existed long before the book regardless.

I think that ST and Cotillion's conversation leading up to the possession showed that it was more of a wrong place wrong time thing, based off the tone of their conversation which went something like
"Reached a decision Cotillion?"
"She'll do, shell have to now. She knows our names, no thanks to you" (paraphrasing).
But a point worth mentioning would also be the wax witch's knowledge of the impending possession. How could she have known it was going to happen if it hadn't already been planned? Prophecy maybe, since she not only called the possession, but also the fact that Rake would be the one to unknowingly free her from it.
Really, this is probably just another ambiguous detail that we can find details to both support and refute. One of those things where if you want it to be so, you can make it so by believing it, as it's truth would hold no relevance in the long run of the story. Kinda cool to think like that really, gives the story a dynamic all your own.

Im wondering if there was a short list pf possible candidates and the rope had to see them in person before making that final lucky selection.

I've always taken it that Sorry was wrong place, wrong time, but the wax witch foresaw what would happen and choose to be there.
In the grander tableau, the witch's interference ensures that Mallet can free Sorry from the Rope later, so that as Apsalar she's in position to assist in Ehrlitan and Malaz City. She's also key in ensuring that Crookus becomes Cutter and survives long enough to bring the Soldier of Death to the Convergence at Darujhistan in TtH.
...not to say it was all part of someone's Master Plan, rather that 'everything happened for a reason'...
