If the premise is true, then Khell will survive night 2 and we need to lynch him on day 3.
If the premise is false, then the killer will surely keep Khell alive on night 2 so that he can be the easy day 3 lynch.

Whether the premise is true or false, probability approaches certainty that Khell will survive night 2. We will then spend a great deal of time and typing debating the issue on day 3 before finally lynching him just to be safe.

Conclusion: Town's best move on day 2 is to
