To answer Ampelas, because it exposes them both to the spotlight. That's the last place scum want to be. And a supposed symp (GL) identifying their master (Kilava), even in an effort to PI them, just doesn't sound right when that master had no pressure on them whatsoever. Now everyone will be looking at Kilava instead. I don't mean that there isn't any doubt whatsoever, but I find it hard to follow the reasoning if they were scum.
