I'm surprised to see Barghast gaining traction. I think that election plan is stupid, though Barghast's reasoning behind it is spot on. Indeed, I was surprised too although I'd have to admit the thought of some XP did please me a little. I'm going to propose a little deal - someone vote for me each day, therefore putting my threat on the horizon. In return for putting the vote on and leaving it on they may call me to place my vote on anyone, at any time and there it shall remain.

Unfortunately, it isn't second choice any longer, so whoever made Lock ineligible before now has free reign to pick whichever lynch set they prefer.

At a guess, an effect was in force on him that had penalties for breaking and Meanas figured out a way to make the cost of breaking it less severe. Jalan had some interesting no-bullets insinuations regarding Liosan earlier, maybe something similar.
