Your idea makes sense, only reason I can't fully believe it is Shin saying this game is "not quite your usual setup". But your idea is the simplest, so probably true.

People are desperately searching for far more complicated solutions than the phrase 'not quite usual' warrants. I think its most likely that any unusual stuff would only effect the killers, therefore since we have no additional info on any special mechanics we're wasting time and thought on a mechanic that we can neither affect nor understand. That's why I'm gonna play this like a TMDI 1 and just hunt scum.
