I did not know that.

IH's interpretation was the same as mine - the orange/brown/pink/white circle graphics are planets, and they can have different numbers of "population slots" per planet.

Even if you influence the new hex you just explored (so using 5 discs total) you will not go bankrupt - you'll have 2 + 4 - 5 = 1 money after upkeep.

I think you made the right choice because it was the only way to get access to that tier 1 spot so you can try and reach the center. Orienting it to get to Tier 3 might have ended up locking you in until you can destroy those double ancients, which could result in missed opportunities of some form or another.
