I think everything is removed if a player is truly bankrupt.
I'll double check the rules, but I think twelve is right. If you go bankrupt you remove everything. If you lose all discs in combat you can keep playing with your ships and by researching, OR you can return everything (you get the choice?)

In regards to ambassador tiles, my interpretation (as moderator) is that if you have to return all your components (from bankruptcy or if you choose it upon combat elimination) all diplomatic relations you were in are broken, ambassador tiles are returned to both parties and the cubes on them must be replaced. Thematically, it makes sense since you would not gain any resources from trading with a bankrupt civilization, nor would you gain any reputation as a peacemaker (the 1 VP from the ambassador tile) for having relations to a collapsed nation.
If the components are returned, reputation tiles, tech tiles, etc will *not* be returned to the bags, as they can only count for points/progress once and the collapsed nation does still get a score counted.
