Generally that's how it works. Though resolve would probably be slow as he will wait for everyone to get their battle, dusk, actions in.

I was very much considering what to do, and I arrived upon this

(ye hearken my words!): the freeze starts in 2 minutes.

From there on, one can vote, but votes will only be processed when the clock restarts again.
Nor will I resolve the current phase, or give the OKAY on new provisionals.

In other words: even if you get 2 votes in 2 minutes, resolution of the lynch will be on monday.
In the mean time, you can consider your actions, unleash your speculation, use the bazaar, get your actions in, tidy up your PMs, drink a lot of turkey, and think on the best way to finally get a CF out on thread.
