Brief GOTM mention

I'm about three quarters of the way through the book and I came across this mention between Dujek and Whiskeyjack. Having just read the first 2 books over the last month or so - I am dying to figure out what they mean here, since I don't remember any 'sickly artisan', nor does a search help me. Can someone clue me in?

At the be beginning of MoI Picker and Blend and the other BBs monitor some checkpoint outside of Darujhistan where they meet an artisan (the one who gives Picker the bracelet thingies). That the 'sickly artisan' in question.

Oh ok. They were talking about the general time period in gotm and I got confused.
