Because it wasn't really Osserc, just a being pretending to be Osserc. The T'lan Imass have a beef with pretend gods, and in this case they did not know that this being was impersonating Osserc with Osserc's permission.

When he's running through the Stone Forest it suddenly appears out of nowhere, bouncing off trees. He picks it up and thinks just like old times (or something like that). QB had already warrened over and dropped it off for him to use (I guess because Kalam infiltrating the camp alone and summong QB in the middle of it is stealthier than QB trying to walk in with Kalam while masking his presence from the half-dozen high mages in the camp (especially considering Bidithal's spy network and Febryl's magic detection web).
