If i remember well, Draconus trapped the gate to KG inside the sword to lure chaos in an endless chase thus "relieving" the other realms of its constant siege.
As Drac. himself says "a terrible error in evaluation".
As for humans non being hurt by KG

Maybe the "cold" may also come from some kind of ward on the gate to prevent prisoners from jumping in.
The hounds were lured to plunge in using Oponn as bait, so they were already jumping when he disappeared and there's not much they could do to avoid the cold
also (but these are just speculations) i think they actually died doing so, in fact they didn't appear in KG but in another warren (the jaghut warren of death? i can't remember that part) somehow conjoined to their dark counterparts.
