Wasn't Emurlahn eventually repaired in the end? Something to do with sealing the Whorl?
The Jade Giants Spoilers. The Giant jade statues in seven cities were never explained.

"It seems I have stumbled upon another crime in progress"
Tehol held out the chicken by it's scrawny neck, "Here then, we never really expected the ransom in any case."

I think the Crippled God explained this pretty well during his brief stint as a viewpoint character at the end of the book:
"I am free.
I can hear my children.
And yet they are trapped in the heavens. If I call them down, all will
be destroyed here.
There were others once - they fell as I did, and so much was
damaged, so much was lost. I see them still, trapped in jade, shaped
to make a message to these mortal creatures - but that message
was never understood, and the voices stayed forever trapped
within." - The Crippled God, UK hardback, p883
SO the jade giants were more of the Crippled God's worshippers who fell onto the world, and the jade giant form was designed to attract people's attention to them. He also states that Otataral as created by the world reacting to him, so I don't think it unlikely that the arrival of other things from his world could create it too, which also lines up with what is heavily implied earlier in the series.
