No, he does not normalise roofies, he's doing the exact opposite. By placing the roofie in the joke, he created a gap between the initial assumption that the girl was the antagonist of the narrative and him as the actual antagonist. The joke is in the gap and the gap was created because everyone agrees that roofies are bad. And by making the joke, he reinforces the idea that roofies are bad. And now you've made me ruin the joke.

Awww, poor Satan, I made you go and ruin your joke!

Don't worry, my horned deerling, the earth will keep spinning. And I suppose my last response to this particular topic (before it starts truly becoming Discussion-worthy) is that this interpretation is clearly subjective - I did indeed understand exactly your explanation, but I do not see the connection to the joke in the manner that it somehow says 'roofies are evil.' Instead, I see: expectation A (guy gives girl drink, we expect her to say something in the spirit of rejection), subverted by outcome B (she actually thanks him), followed yet again by SURPRISE outcome C (she gives it to her boyfriend!!!), almost followed by expectation D (well, the guy would be pissed, he realizes now she has a bf), and then the surprise twist/punchline (she accidentally roofied her bf!). I think it normalizes them because they're used as a casual device in the joke, and the fact he states he would usually be mad if the girl didnt drink his roofied drink but this situation is funny to the protagonist because the guy being roofied is supposed to be to be funny (punchline deals with roofied guy = funny, has nothing to do with whether giving roofies to women is right or wrong).
Anyways. Please know that this does not reflect what I think of your personal opinions on roofies, Satan. I'm quite assured that no one on this entire forum would genuinely smile upon this sort of thing in 'real life,' I'm just the sort of person to point out when I think media-items are using these actual real life problems in a wholly inappropriate way.
I do appreciate your response however.
