High Mage Kiska? Not...

Kiska is bodyguard to and has been trained by Tay. KoK Kiska was referred to as a talent with lots of potential. RCG it was hinted that Kiska has learned a bit of magery type stuff and even used a warren? (can't really remember). SW Kiska has a High Mage title but does nothing even remotely mage-ish. She even seems quite helpless.

I'm guessing she's learned a little combat magic, like the rest of the Claw. How ever. A midling combat mage might as well be using a water pistol against a Hound.

Where is there ever mention of Kiska having attained high mage status within the empire ?

I think there's a misunderstanding here, Kiska is not a High Mage. What the Dramatis Personae says is:
Kiska: One-time bodyguard to Tayschrenn,
High Mage of the Empire
It means that Tayschrenn is the High Mage - the fact that it's on two lines is a bit confusing I grant you, but I think we can safely say that she is not a High Mage.

I think he would take the same approach as when he faced Cowl in RotCG, take him somewhere really dangerous when he get's to close. I don't think the hounds would survive long in the raging fires of Telas.

Just read ROTCG and Kiska doesnt really use magic. Theres parts where she appears as if from a warren but as its not dealt with in SW id say she may have just been hiding and we should ignore warren references.

In her warren Kiska can hide where even Tayshrenn wouldnt be able to find her as is remarked in Night of Knives I believe. Also in RotCG she hides from Cowl and he doesnt even sense her presence.
She is no middling mage but a hound of shadow IN shadow (if thats where she was i dont remember) is not something even a high mage should try.

If i recall correctly from :NOK it was clearly implied that Kiska was a talent, i remember there being some internal conversation that kiska was having with herself where she said that her "aunt" was always trying to help her learn to access and use her abilities but that Kiska would never sit still for the lessons, and that she regretted this. So i think it is very safe to assume that Kiska is a mage of some middling skill (or at least has the capacity to be). But she is most definitely not a high mage, in the DM they have to be referring to Tay as the high mage, as has already been said.
