Isn't it the "Za Lord"?
One of the odd things about Toot that I just noticed in a re-read of Small Favors is that Toot has been growing. Perhaps being the Generalissimo of the Za Lord Army or associated with Dresden is increasing his magical powers or standing in the Fae world.
So... is it possible that Toot will be a full grown character by the end of the series? I would think that he'd feature somewhat in this - as he's a Fae and can probably see ghosts.

Personally I am looking forward to that psychic ghost whisperer guy returning. He has to. It is such an obvious connection.

It's been implied that via hislink with Harry Toot was gaining status and followers among the wild fae, which equates to power, which is expressed in size. He DID wound the Skinwalker, after all.
As for Bob, logically yes, but it would almost seem too trite. Plus we've never seen Bob communicate with the dead, his necromancer background notwithstanding.

Plus cats are known to see the dead, so Mister would be logical as well.
