Now, mind you, pretty and hot are very very different. Pretty is a girl that looks either OK or soso, while hot is a few levels ABOVE pretty (at least on my sexyness chart).

A 13 year old could be considered "hot" back then while a 20 year old would be considered something like a MILF, I suppose. Taking into consideration actual life expectancy rates, if the time of the book was around the same as the Roman Empire (which seems likely), the average life expectancy would be 28 years of age. So you can understand that people got older much faster back then.
So, when you think of a 14 year old from the past, imagine you're talking about a 20~25 year old, steaming hot, young lady. It basically means the girl is in her prime, looking her best, and most fertile.
All in all, the male instinct would want her when she was 13~15 years of age, just like nowadays we want women 19~30 years of age. It all comes down to living conditions and life expectancy.
So yeah, she could be called "hot" even if she was 15 years old, since from there on her only path was downhill.
