When did it happen?
After delivering the Jaghut to the Burn's witch, he and Quick Ben simply went back to Coral. And after that he blessed the Bridgeburners' graves into Moon's Spawn.
I don't remember any blessing for the House of Chains.

Paran discusses it with Gruntle and it's strongly implied he will do it, but we do not actually see it happen 'on screen' in MoI.
