Really, you save so much time in the end by following what I and somebody else suggested and just format c: and do a clean reinstall

You do, but for a lot of people that can be quite daunting. Especially if you have to figure out what drivers you need. And you have to be damn sure you backed up everything you could possibly want in the future, trying to recover stuff you accidently lost in a format is a pain.

I did suggest googling both the random anti-vir and the files it was reporting, just fyi.

Alright, an update. Talk about an Alice in Wonderland trip.
Googled This thing "Cyber Security/Cyber Protection Center" is an nasty, insidious scam. It minics Microsoft's Security programs, giving you false warning, promping you to buy a fake or nonreal anti-viruus solution, taking your money. It also changes your settings, and other nasty things.
@ Amphibian and Sindriss: Given my skill set or lack there of your solution of gettin some-one else to fix my problem would of most practial and eloquent. Good management technique to get others to do the work. However, being the boneheaded male I have to do things myself. Besides I might learn something.
@ Bhurnae: Wacking things seem to be your SOP. That would of made me feel better but would not of learned anything.
The site I found on google discribed a manual way to remove this thing which pertty much followed the solution given by Mentalist, so I tried that solution. It was fairly simple to do and also gave several different thing to try explaining step by step what to do and why. Didn't work. This thing had itself "write protected", so you could not remove it this way. This site lastly had "kill file" that you can down in which you tell it what fill(s)/Folder(s) to kill. So did that. First time around it didn't kill the CS virus. The killer file tells you to try use it again when you reboot if it doesn't get it the first time.
I did this and I think the killer file got it, but I could not be sure because I lost power right as the computer was coming back up. When power came back I found that the Killer file had cought most of CS virus but I also found parts of it were still hiding out all over the place.
Downlaoded the site from Gem's post #19 above which provided me with a down load of an antivirus program- Viper, which did the job.
What made this so much fun was of course an older slow computer, dial-up, power lose, ( 4 or 5 times because we are in the middle of the Great Norvember Nor'easter od 2009 ), and AOL kicked me off line at lest 3 times.
But now the CS virus is gone, and I learned something. Now I will start researching y'alls advice about firewalls, antivirus, spyware protection.
